Preliminary design work and permitting for the Gosfield-Comber project is proceeding. This summer, we collected soil samples at certain proposed turbine sites to assist in the design of reinforced concrete foundations. In June, Brookfield Renewable Power and the Town of Kingsville agreed on Official Plan and Zoning Amendments, which were approved by the Ontario Municipal Board. Once the Ontario Ministry of Municipal Affairs and Housing approves Essex County’s Official Plan Amendments regarding renewable energy policies, the County can approve the Town of Lakeshore’s Official Plan Amendments for wind energy projects.

The Ontario Power Authority (OPA) is responsible for ensuring a sustainable, competitive and reliable electricity system for the benefit of Ontario consumers. It filed an Integrated Power System Plan (IPSP) in August 2007 with the Ontario Energy Board, which is currently undertaking a review and public consultation of the plan. The IPSP calls for a variety of electricity conservation, generation and transmission improvements, including the development of approximately 3,000 MW of wind power capacity by 2025, in addition to what is currently on line or under contract. In June, the OPA issued a third Request for Proposals (RFP) for the development of 500MW of new renewable energy projects over 10MW in capacity. Brookfield Renewable Power is preparing bids to submit in response to the RFP before the deadline of October 29, 2008. The OPA is expected to select the winning bids by February 2009. Should Brookfield Renewable Power be successful in its bid, it would enter into a long-term power purchase agreement with the OPA, and could begin construction of the Gosfield-Comber project in 2009.
